Mayor of London Sadiq Khan hopes to convince U.S. tech firms to invest more in London. Sadiq Khan was re-elected as London's mayor, final results showed on Saturday, helping to cement the Labour Party's commanding lead over the governing Conservatives in local elections ahead of Britain's national vote later this year. For Labour, London is the latest of a number of councils and mayoralties it has won in the local elections, which took place on Thursday, inflicting heavy losses on Prime Minister Rishi Sunak's Conservatives. Opinion polls predict that Labour will win the next national election, propelling its leader Keir Starmer to power and ending 14 years of Conservative government in Britain. Khan, 53, who became the first Muslim mayor of the British capital in 2016, has pledged to build more social housing and work with a future national Labour government to boost police capacity.

U.S. to Limit Deadly Mining Dust as Black Lung Resurges
  + stars: | 2024-04-16 | by ( Chris Hamby | ) www.nytimes.com   time to read: +1 min
Federal regulators on Tuesday will issue new protections for miners against a type of dust long known to cause deadly lung ailments — changes recommended by government researchers a half-century ago. Mining companies will have to limit concentrations of airborne silica, a mineral commonly found in rock that can be lethal when ground up and inhaled. The new requirements will affect more than 250,000 miners extracting coal, a variety of metals, and minerals used in products like cement and smartphones. Tuesday’s announcement is the culmination of a tortuous regulatory process that has spanned four presidential administrations. As progress on the rule stalled, government researchers documented with growing alarm a resurgence of severe black lung afflicting younger coal miners, and studies implicated poorly controlled silica as the likely cause.

The Biden administration on Friday made it more expensive for fossil fuel companies to pull oil, gas and coal from public lands, raising royalty rates for the first time in 100 years in a bid to end bargain basement fees enjoyed by one of the country’s most profitable industries. The government also increased more than tenfold the cost of the bonds that companies must secure before they start drilling. The new rules are among a series of environmental regulations that are being pushed out as President Biden, in the last year of his term in the White House, seeks to cement policies designed to protect public lands, lower fossil fuel emissions and expand renewable energy. While the oil and gas industry is strongly opposed to higher rates, the increase is not expected to significantly discourage drilling. The federal rate had been much lower than what many states and private landowners charge for drilling leases on state or private property.
